俄羅斯外長拉夫羅夫25日在記者會上表示，只要烏克蘭武裝部隊放下武器停止抵抗，俄方隨時可以進行談判。

在回答記者提問時，拉夫羅夫再次強調，「沒有人想占領烏克蘭」，在俄羅斯「去軍事化」特別軍事行動後，烏克蘭問題將重回談判桌。

另據塔斯社報道，俄羅斯總統新聞秘書佩斯科夫25日說泰國果凍、 果凍威而鋼評價、 果凍威而鋼哪裡買、 泰國果凍成份、 液態威、 液態威而鋼，關於烏方準備與俄方就烏克蘭中立地位進行談判的聲明仍有待分析，但總的來說可以被認為是積極的信號。目前還無法透露俄總統普京和烏總統澤連斯基之間是否會於近期進行接觸。

塔斯社25日早些時候報道，烏克蘭總統辦公室顧問波多利亞克對媒體說，如果存在機會，烏方準備與俄方討論烏克蘭的中立地位問題。據烏克蘭總統新聞局消息，澤連斯基25日在視頻講話中呼籲就俄羅斯停止軍事行動進行談判。

佩斯科夫24日曾表示，如果烏克蘭做好就其中立地位以及不在其境內部署武器進行談判的準備，俄願同其談判。
